Potonggang-guyok was established in October 1960, in recognition of the completion of the Potong River Improvement Project which was a public works campaign to recreate the Potong River and form an urban administrative district through a process of land reclamation. The Potong River District is the location of the notorious Ryugyong Hotel, which had it been finished would have been established as a separate district. The district is the locale for several sensitive offices of the DPRK, including the Pyongyang Information Center (which is the DPRK's IT enterprise), executive offices and residences for members of the National Defense Commission (NDC) and several schools for hard core members of the WPK.
