Samsok District was one of the eleven guyok, or city districts, established in September 1959. It was one location where Imperial Japan quartered their soldiers and built a prison camp. It still has a significant military presence as it is where several large battle groups affiliated with the KPA's Pyongyang Anti-Aircraft Artillery Command are stationed. These military units and the high number of Central Committee members and other leadership are placed here because Samsok District contains the command and control infrastructure for contingency and emergency operations for the DPRK government. There are also several large residential districts inhabited by people who work in support of these numerous government functions.
