Chongnam-gu (district) is a sub-provincial administrative district, governed directly by the provincial government, not by the Mundok County government. A gu is similar to a guyok which is a city administrative district. The Chongnam District is a provincial-wide Workers' District (as opposed to a nodongjagu, Workers' Districts at a county level) as it is near the Anju Coal Field. A gu has its own People's Committee which fulfills the same functions as a city People's Committee. The Chongnam District has a population restriction, like bigger DPRK cities such as Pyongyang and Chongjin, which means that only members of the KWP with a sufficient background are permitted to work and live here.
