5-story mixed-use building completed in 1847 as The Portman Hotel. The building is notable for the ground-floor tenant, Pete's Tavern, the oldest continuously operating restaurant and bar in the city, which opened here in 1864. It was bought in 1899 by Tom and John Healy, and became Healy's. During prohibition, when selling alcohol was illegal, the bar continued to operate disguised as a flower shop. The present name dates to the purchase of the establishment by Peter D'Belles in 1926. The Peter De Belle estate owned the building and restaurant until the late 1950s, when the restaurant was sold to James Frawley, who also bought the building in 1961. The are four apartment on the upper floors.
The facade is clad in red-painted brick. The ground floor has a black cast-iron and stone storefront at the west end, and white- painted brick along most of the south facade, with a pair of murals flanking a set of wooden double-doors. Another set of double-doors on the west facade is covered by a rounded, black canvas canopy extending out over the sidewalk, with a window on either side, and the residential entrance at the north end.
The upper floors on the west facade have four bays of single-windows with black-painted stone sills and black metal lintels. The facade is crowned by a black metal roof cornice with brackets and panels. The upper floors on the south facade on 18th Street have three bays of single-windows, with a black metal fire escape running down the middle bay. The roof cornice continues onto this facade.
There is a 2-story annex building at the east end, completed in 1860, and connected to the main building by a small 1-story section. Pete's Tavern extends into these spaces as well, where the ground floor is black-painted brick and there is a secondary entrance and a service entrance. The 2nd floor here has thin, projecting brick piers between the six narrow bays; five of them have narrow round-arched windows, while the 2nd bay from the east has a larger round-arched window that extends down lower. There is a separate roof cornice crowning the 2-story building.
