6-story Art-Deco residential building completed in 1940. Designed by Horace Ginsbern, it is clad in red brick and organized into three wings by a pair of deep light wells that are filled by landscaping (with shorter corresponding light wells on the north side). The main entrance is in the center wing, with recessed glass double-doors below a peaked, black canvas canopy extending out over the sidewalk. There are horizontal white stone bands framing the doorway, with a larger white panel above. The center wing has two bays of triple-windows above the entrance, connected by a square panel of mesh terra-cotta. Thin, white stone bands also frame the connected bays at top and bottom, extending slightly past them to each side. A window at each end of the wing wraps around the corner onto the front edge of the light wells.

Both light wells have a few single-windows and a small bathroom window on the side walls, along with fire escapes toward the rear, and the rear walls have two bays of double-windows. The west and east wings both have two triple-windows bays and a double-window bay all connected in the same manner as at the center wing. The east wing also has an additional double-window at the east end, wrapping around the southeast corner. At the ground floor has some projecting, brown brick banding at the east wing, and some plate-glass show-windows for a commercial space.

The ground floor along the avenue is lined with metal-and-glass storefronts, and is topped by a ribbed concrete band. The upper floors have a slightly recessed section in the middle with a triple-window and a narrow single-window on either side, fronted by a fire escape. There are also narrow single-windows in the short side walls framing the recessed area. To the south there are three single-windows connected by the same style of terra-cotta panels and white stone bands as seen on the south facade, and then the double-window end bay wrapping around from the south. To the north of the recessed area are four single-windows connected by terra-cotta panels, and another double-window end bay wrapping around to the north facade.

The north elevation is clad in darker brick and has mostly single-windows at each wing. The building contains 113 apartment units. The ground floor at the east wing is occupied by L&M Deli, Lucky Wang kids fashion, Chelsea Wine Country, and Westville Chelsea restaurant.
