Established in 1956 as an Intermediate or "I" site in the POW Sector of the Distant Early Warning (DEW) Line, the Kogru DEW Line site was one of four "Gap Filler" sites in the sector tasked with monitoring low-level airspace not covered by the long range sites. Serving in this role for the Auxiliary Sites at Lonely (POW-1) and Oliktok Point (POW-2), POW-B was manned by approximately 5 full-time staff who attended to the operation of the site's AN/FPS-23 radar system and tropospheric scatter communication systems.

The site, along with the rest of the Gap Filler I-Sites, was shut down at the end of the 1963 Summer season after its AN/FPS-23 radar system was made obsolete. Remaining abandoned until the early 2000's, the site was environmentally remediated in the early 2000s as part of Operation Clean Sweep.
