6-story residential building completed in 1930. Designed by Herman Wolff, it is clad in variegated dark red brick, with a ground-floor storefront along 8th Avenue. The residential entrance on West 21st is framed in white stone, with a rounded doorway framed by pilasters and a cornice with gold lettering reading "THE CHELSEA".

On both main facades, the end bays have grouped windows with stone sills (doubles on the east side, triples on the north side), with single rectangular windows in the center of each facade above brick sills. The three center windows of the north facade on the 3rd-5th floors also have connected stone sills.

At each corner and in the center of the north end of the roof, there is a peaked parapet extension with ornamental brickwork, above round-arched windows in the center of each facade. Between each of these parapets is a bracketed cornice. Both facades also have a black iron fire escape.

The western elevation is clad in blank white brick, and there is a small 1-story extension connecting to the adjoining building. The Chelsea contains 35 apartment units. The ground floor along the avenue is occupied by 8th Avenue 24 Hours Grocery, St. Kilda Coffee, Joe's Pizza, and Golden Wok Chinese Food. At the west end the ground floor is occupied by Best Shoe and Handbag Original Repair, and Nishi Cleaners.
