6-story residential building completed in 1904. Designed by George F. Pelham, it was built as a cold-water flat - an apartment that has no running hot water. In most developed countries, current building codes make cold water flats illegal, but they used to be sometimes found in cities such as Detroit, Chicago, and New York.

The building has handsome stone lintels with multiple type keystones ahd horizontal band courses across its 6-bay buff-colored brick facade. The 3rd through 5th floors feature stone quoins at the corners. The ground floor stores were remodeled at a later date and a brick parapet with two stepped-up peaks now takes the place of the inevitable cornice of that period. The ground floor is occupied by Miyagi Japanese restaurant and sushi bar.
