7-story Renaissance-revival residential building completed in 1900. Designed by Bernstein & Bernstein as a tenement, it is clad in white brick with horizontal banding. Above the asymmetrical 2nd floor there are seven bays of windows on each floor. There are large scrolled keystones above the 2nd-story windows, and the third floor windows have splayed lintels with scrolled keystones. Flat lintels top the 3rd & 4th story windows, which have paneled brickwork beneath each one. On the 6th floor, the windows culminate in a series of round-arches. The top floor is set off by a dentiled band course and has narrow, projecting brown brick piers between the windows. The bracketed roof cornice is projected out above each pier. A pair of wrought-iron fire escapes with basket-style landings runs down the facade. Village Cobbler and Village Tailor & Cleaners are located on the ground floor.
