Established in 1957 as an Intermediate or "I" Site in the LIZ Sector of the Distant Early Warning (DEW) Line, the station at Icy Cape was one of three "Gap Filler" sites tasked with monitoring low-level airspace not covered by the long range sites. Serving in this role for the Auxiliary Sites at Point Lay (LIZ-2) and Wainwright (LIZ-3), LIZ-B was manned by approximately 5 full-time crew year-round who attended to the operation of the site's AN/FPS-23 radar system and tropospheric scatter communication systems.

Remaining operational until 1963 when its radar system was made obsolete, the site was shut down and abandoned at the end of the Summer season in 1963. Remaining abandoned for the next 40 years, the site saw its structures razed and its land environmentally remediated as part of Operation Clean Sweep, completing in 2000. Today only the clearings for the site runway, buildings and access roads remain.
