The Norco Refining Company is located along the Mississippi River about 20 miles west of New Orleans, Louisiana. The plant was built in 1918 and operated by the New Orleans Refining Company (hence the acronym "Norco"). The refinery has been continuously upgraded and modernized since Shell bought it in 1929; it became a part of Motiva Enterprises LLC in 1998. Shell Chemicals Company also operates petrochemical units at the Norco location.

Motiva Enterprises LLC is a joint venture between Shell Oil Co and Saudi Refining Inc (which is a subsidiary of Saudi Aramco).
