The Borger refinery has a crude oil processing capacity of 146,000 barrels per day of crude oil and approximately 45,000 barrels per day of natural gas liquids (NGLs). It produces gasoline, diesel and jet fuel along with NGLs and solvents.

In 2007 the Borger refinery became part of a business joint venture with the Canadian oil company EnCana (now Cenovus Energy) with each partner now having a 50 percent interest in the refinery. In return, ConocoPhillips gained a 50% interest in Cenovus's oil sands projects at Foster Creek and Christina Lake, Alberta.

The refinery processes mainly light, low-sulfur and medium, high-sulfur crude oil. In July 2007, a new coker, with a capacity of approximately 25,000 barrels per day, was brought into service, enabling the refinery to process heavy oil blends. It receives crude oil and natural gas liquids feedstocks through ConocoPhillips pipelines from West Texas, the Texas Panhandle and Wyoming. The Borger refinery also can receive foreign crude oil via company-owned pipeline systems. The refinery produces a high percentage of transportation fuels, such as gasoline, diesel fuel and jet fuel, along with a variety of natural gas liquids and solvents. Pipelines move refined products from the refinery to West Texas, New Mexico, Colorado and the Mid-Continent region.
