Built in 1903 on the Texas Gulf Coast, the "Port Arthur Works" began with the discovery of an oil gusher just south of Beaumont at Spindletop. The refinery played an important part in the production of high-octane aviation fuel in World War II. In 1989, the refinery became part of Star Enterprise, a joint venture between Texaco and Saudi Aramco. The plant has been operated by Motiva Enterprises LLC (jointly owned by Shell Oil Products USA and Saudi Aramco Refining) since 1998 and now has a capacity of 275,000 barrels per day.

It is being expanded to more than 600,000 barrels per day by 2010, which will make it the largest refinery in the USA.
