182-foot, 16-story office building completed in 1928. Designed by George & Edward Blum as a manufacturing building, it is clad in brown brick above a 2-story limestone base. The base is organized into five bays - the center and end bays are wider, with black metal infill framing show-windows at both floors. The other two bays have entrances at the ground floor, recessed under round-arches, and large double-windows at the 2nd floor.

The upper floors are divided into four equal bays of three windows each. The spandrels in the middle two bays have patterns of projecting bricks at the 4th floor and above, and there is a vertical groove in the center pier. The facade is dotted with protruding air-conditioning units. There is a shallow setback at the end bays above the 8th floor (with small carved stone panels above each window), with a deeper setback at the middle bays. Cascading setbacks continue up the facade to the roof line. The ground floor is occupied by Armen's Music Shop, and The Parisian Tea Room.
