6-story residential building completed in 1924. Designed by Gronenberg & Leuchtag, it is clad in tan brick. The entranceway is framed in white stone, with a carved panel reading "NEW CHELSEA" above the doorway and a cornice and cartouche ornament. A stone band course forms the base of the 2nd floor. The front facade has four square-headed windows on either side of a column of smaller, narrow windows in the center, all with black frames and stone sills. The top floors has round-arches above the windows, and the building is capped by a brick parapet, stepped up above the two fire escapes that run down either side of the facade.
