218-foot, 22-story Mid-century modern residential building completed in 1963 as part of the 10-building Penn Station South complex. Designed by Herman Jessor, it is clad in reddish-brown brick. This building takes roughly the shape of a plus-sign, and follows the same design as several other buildings in the complex. The main entrance is at the west end of the north facade of the east wing, where there is a small projecting area with a metal roof at the ground floor.

The north and south wings have exposed white concrete floor plates, while the east and west wings do not. The south wing has a commercial space at the ground floor, with an entrance tucked into the west corner, with a glass door; it is occupied by Chelsea Dental Arts.

The upper floors of the ends of the east and west wings have a recessed middle bay with French windows opening onto projecting concrete balconies with metal railings beginning at the 5th floor. To either side is a bay of square double-windows. The sides of the east wing both have two bays of square windows flanking a bay of narrow single-windows, and then a bay of larger double-windows in a slightly projecting section at the junction with the core of the building. The south side of the west wing has a tripartite window bay, a narrow single-window, and a double-window before another double-window in a similar projecting section at the junction with the core. These double-windows in the projecting areas also wrap around to a single pane on the adjacent side. The north side of the west wing has a square window, a narrow single-window, a double-window, and another square window before the projecting bay.

The ends of the north and south wings have two bays of tripartite windows, and the corners have large, recessed balconies beginning at the 5th floor. There is a setback at the top two floors, with shorter balconies. The east and west sides of these wings have a square window, narrow single-window, and a double-window (with an extra double-window bay at the west facade of the south wing and the east facade of the north wing), before the projecting sections at the junctions.
