114-foot, 9-story Beaux-Arts residential building completed in 1899. Designed by Neville & Bagge as a store-and-loft building, it is clad in brown brick, limestone and white terra-cotta. The handsome and richly ornamented facade is divided into eight bays. The extremely rich decorative program contains both Mannerist and Baroque elements.

The 2-story base contains paired arched entryways in the end bays at the first story. The arches with keystones are carried on foliate paneled pilasters at the sides and a stylized Doric column at the center. Above the entry is the writing 'N.S. MEYER, INC'. At the 2nd floor, paired windows flanked by pilasters with a center column support an entablature. These elements frame a 2-story colonnade, interrupted by a cornice above the ground floor, containing single-pane display windows below transoms at the ground floor and large wood-framed single-pane windows below transoms at the 2nd floor. The two western transoms at the first story contain small translucent panes. The cornice is stone at the ends and copper in the center.

Above the 2nd floor, quoins frame the end bays and the center section. The windows are handled as 5-story arcades. Those in the end bays have terra-cotta surrounds; those in the center section are accented by terra-cotta spandrel panels. At the 4th floor the openings are accented by pediments in the end bays and a projecting lintel supported on console brackets in the center section. This lintel acts as a balustrade for the 5th-floor windows. The 8th floor has regularly-spaced window openings flanked by foliate pilasters. The facade is surmounted by a black modillioned cornice.

Early tenants in the building included furriers, and merchants and manufacturers of cloaks and suits, ladies neckwear, and skirts. The building was converted to condominiums with a penthouse in 2003, and branded The Bullmoose - named for Teddy Roosevelt's independent party. The ground floor is home to the famous Gramercy Tavern, a highly-regarded restaurant that has operated for many decades here.
