This was the Pennsylvania Railroad's Exchange Place Terminal. Prior to the construction of New York Penn Station in 1910, Exchange Place was the main PRR passenger terminal for New York City. Passengers would then travel to New York City across the Hudson river by ferry. The station and main line leading to it was electrified by 1932.
In the years following the opening of Penn Station, the importance of Exchange Place had diminished dramatically. The terminal was closed in 1961 and it, along with the viaduct leading to it, was demolished in 1963.
