243-foot, 27-story postmodern cooperative-apartment building completed in 1984. Designed by Philip Birnbaum & Associates, it is set back from the streets in a small plaza, and the main entrance is from the side alley, through a walkway with a metal canopy. The tower is clad in beige brick and rectangular in plan. The ground floor along the avenue is lined with glass-and-metal storefronts.

The west facade has a triple-window bay at the south end, followed by two bays of very narrow double-windows, two more triple-windows (the second one slightly wider), a bay of French doors fronted by projecting balconies (beginning at the 4th floor), and triple-window north bay. The balconies has beige metal panel railings, and the fronts are composed of two panels angled slightly outward. There are black metal spandrel panels below the windows in each bay, and concrete floor plates between each floor. The east facade is similar, but one of the triple-windows in the middle is replaced by a third narrow double-window bay.

The south facade facing 28th Street has five bays, with triple-windows in the center and end bays (wider in the center), and balconies fronting the other two. The north facade above the shorter neighboring building has four bays of narrow windows and on balconies.

The building contains 147 apartments. The west end of the ground floor is occupied by Sogo Nails III, Le Cafe Coffee, and Space Hair Salon.
