7-story cast-iron mercantile building completed in 1886 for Robert J. Horner. Designed by John B. Snook as a 5-story store, the white facade is arranged into horizontal bands framed by coursed end piers and string courses. The 2nd-5th floors each feature nine one-over-on windows separated by engaged Composite columns. The ground floor also has Corinthian columns around the storefronts and entrances. A modillioned cornice surmounts this section.

The 2-story addition of 1894 uses two narrow windows per bay, instead of the one window per bay arrangement below. The one-over-one windows are separated by pilasters. The 6th-floor windows are square-headed; the 7th-floor windows are round-headed. A modillioned cornice, with projecting section over the central three bays, surmounts the facade. The western elevation is a plain reddiesh-brown brick wall.

The first tenants were Horner's Furniture Store (which later merged with Flint Furniture just down the street), and Villeroy & Boch china. The ground floor is now occupied by Sisu Clinic, and Empire State of Wine.
