6-story mercantile/office building completed in 1983 as a bank. Designed by P.K.Y. Chen as the former headquarters of the Golden Pacific National Bank, it resembles a Chinese pagoda, with a long 2-story wing on the north side running along Centre Street. The bank went insolvent two years later after the Office of Comptroller of Currency discovered fraudulent activity involving certificates of deposits.

The 6-story main building fronting Canal Street has large, rounded, red piers dividing the south elevation into two bays, and the east side into seven, with the southern bay being wider, with large plate-glass windows. The spandrels between the floors have colorful geometric patterns, and also wrap around the piers. There are padoga-style roofs at the 3rd and 4th floors, just above the spandrels. The 5th & 6th floors are set back from the south side, with another tiled padoga-style roof ending in a triangular peak running along the spine of the building. The northern wall above the 2-story low-rise section is clad in tan brick, with vents near the edges of each floor.

The 2-story section runs from the north wall of the main building all the way up to Howard Street. It has the same rounded red columns dividing it into nine bays, with two bays facing Howard Street. These bays also have large plate-glass windows, with the spandrels consisting of patterned green enamel tiles around a horizontal line of red and white tile. The roof line consists of a red dentiled cornice with a low-sloped green tile roof.

The main building is now occupied by Eastbank, with the ground floor occupied by a Starbucks coffee. The ground floor of the long low-rise section is occupied by New Centre Jewelry, KSS Beauty Spa, Toto Group Salon & Spa, Fay Da Bakery, Kent Senior Care Inc, and a Chinese restaurant.
