3-story Italianate residential building originally completed in 1850 as a townhouse for William Rudder. In 1892 the structure was occupied by Congregation Shearith Israel, who repaired the building after a fire in that year. In 1899,the Congregation extended the rear of the building and added a double-height storefront at the basement and first floor, bringing it out to the building line. Later tenants included a decorating company. It was converted to apartments sometime in the late 1900s.

The top two floors are faced in brick, now painted. The 2nd floor retains its original molded lintels over three windows, while segmental-arched drip moldings crown the three similar windows of the 3rd floor. The facade is crowned by a grey-brown bracketed roof cornice. The basement storefront is occupied by SJ Associates Better Tax Service.
