This is a villa and conference facility located on a man made lake, set amid research facilities and offices for the Ministry of Agriculture in the Taesong District. There is enough room here to accommodate a head of state or foreign minister, along with some of their policy and support staff. There are also rooms for formal lunches and state dinners. There are offices and meetings rooms for diplomatic and summit meetings.

This is where US Secretary of State Madeline Albright met with Kim Jong-il, the DPRK's leader, in 2000. ROK President Kim Dae Jung stayed here in 2000 and conducted talks with the DPRK. ROK President Roh Moo-Hyun resided here and met with Kim Jong Il in 2007. During his visit to the DPRK in 1994, former US President Jimmy Carter was quartered here at the invitation of DPRK President Kim Il-sung. In 2009, the Paekhwawon Guest House hosted former US President Bill Clinton and Hyundai Chairwoman Hyun Jung-eun and Kim Jong-il's meetings with them.
