The first building on this site was the Central Boarding House, a wood-frame building that appeared c. 1907. Arlington House followed around the beginning of the First World War. It was also made of wood and burned down.

The Plains Hotel was a hotel and bar built around 1957. By the 1980s, it had become home to mostly low-income tenants renting monthly. A branch of the Bank of Commerce occupied part of the ground floor in the first decades of the Plains' life. Its bar, Good Time Charlie's, gained a reputation both as a live music venue and the scene of criminal activity.

In 2009, it was announced that the Plains Hotel would be demolished to make way for a new 10 story hotel and 25 story condo high rise called Capital Pointe. Planners would save the Plains neon weather vane and incorporate it into the new buildings' facade. Farthest image to the right is is the most current rendering. It was supposed to be Saskatchewan's tallest building when completed, at 25 storeys.

Construction was supposed start in early 2011 after demolition of the Plains, but demolition did not begin until December 1, 2011. The developer cited financing issues as the reason for the delay. Some people who put deposits on units subsequently demanded their money be returned. Excavation began in late 2015 but faced further delays. The city ordered the property developer to fill the empty hole in April 2018, which was then appealed. The appeal was turned down and the hole was ordered filled by the end of March 2019.
