4-story Art-Deco/Art-Moderne office building originally completed in 1920, but altered to its present appearance. It is clad in white stone on the upper two floors, with silver metal panels cladding the lower two. The ground floor has a large expanse of plate-glass with glass double-doors at the center, below an angled glass canopy.

The upper floors all have thin aluminum window framing. The 2nd floor has a band of windows with two wider panes at the ends and two narrower ones in the middle. The 3rd & 4th floors have similar but much shorter window bands (blue tinted at the centers), and in between floors there are additional blue-tinted glass square panes and glass spandrels. Above the 4th-floor's center window is a square aluminum panel with a clock face. To either side a metal panel rises up at the roof parapet.
