4-story mercantile building completed around the 1870s. It was altered in 1908 by Oscar Lowinson in the Art Nouveau style. The ground floor has white-painted banded stone piers framing a modernized storefront on the right and entrance on the left. Three scrolled brackets support a cornice over the doorway. The upper floors are also framed by white-painted, banded stone piers, with black cast-iron infill. Each floor is divided into a wider center pane and two end windows, all with transoms. At the top floor, the transoms over the end bays have angled tops, following the curve of the projecting black iron roof cornice, which slopes down at the sides. Above the cornice is a short mansard with two finials on top and projecting caps from the end piers.

The ground floor is occupied by Cloie import & wholesale, with Okuyama Acupuncture on the 2nd floor.
