Oil refinery located 5km (3miles) south of the village of Ukayrishah. The refinery has allegedly used as an IS prison camp during the Syrian Civil War, and was raided by US SOF in July 2014. On August 11, 2016, the facility was bombed by Tu-22M3 long-range bombers of the Russian Air Force (source: twitter.com/trbrtc/status/763749607331405828).

This facility cannot be an Oil Refinery. An Oil Refinery must have an Oil Distillation Column but you can only see storage tanks. This must be an oil or Natural Gas storage facility.
