Raqqa Civil Council (Arabic: مجلس الرقة المدني, Kurdish: Encumena Sivîl a Reqayê) is a civil council in the Democratic Federation of Northern Syria (DFNS).
It was created on 18 April 2017, in the town of Ayn Issa, and is formed 120 members, prominent Arabs, Kurds and Turkmen from the province. The Council is co-headed by a Kurdish woman from Tal Abyad, Layla Mohammed and an Arab man, Mahmoud Shawakh al-Busran, the leader of the Busran tribe, from Raqqa.
