4-story Greek-revival residential building completed in 1842 as a townhouse for T.O. Ramsey. It was later modernized to provide a basement entrance in place of the original stoop. The doorway, as remodeled, has a wide smooth-stuccoed frame, and includes a transom grille above the door. The basement level is faced in rusticated stone, while the upper floors are clad in brick painted pale blue. There are three bays of windows with corbelled white stone sills and metal cornices. A small, rounded iron balconette is below the center window on the top floor. The roof has a heavy white iron cornice with a fascia below.
