8-story Renaissance-revival office building completed in 1894. Designed by John T. Williams, who was also the owner and builder, it is clad in red brick, stone and terra-cotta. The 3rd floor has round-arched windows, and there are carved terra-cotta panels in the spandrels between the 4th-6th floors on the building's southern end (the southernmost bay on Lafayette, and all four bays of triple-windows on Broome Street). The 7th floor also has round-arched windows. There is a black metal fire escape on the Lafayette Street side, and a brown metal fire escape on Broome Street, as well as a metal bracketed roof cornice at the original roof line. A set-back penthouse floor was added in a 2013 renovation.

Shortly after its completion, Williams sold the building to the Trustees of John Jacob Astor, who retained ownership until 1943. The building remains in commercial use, with a Capital One bank branch on the ground floor. The upper floors are occupied by J.C. Penney corporate offices.
