5-story Greek-revival mercantile building completed in about 1840. It is clad in dark-red brick, with three bays of windows with stone sills and molded lintels. A black metal fire escape runs down the western two bays of the front facade, which is capped by a dentiled cornice. The exposed western sidewall is faced in parged brick.

The building was occupied by a pen factory in 1894, but by 1913 was converted for use as a restaurant, a function that apparently continued to characterize the building through the present. Rolfe’s Chop House occupied the building through the 1920s, 1930s, and 1940s. The ground floor is currently occupied by Liam's Pub.
