5-story residential building completed in 1873 as part of a row of matching residential buildings lining the full blockfront on Tenth Avenue. The two end buildings are three bays wide facing the avenue, and the middle buildings each have four bays.

The ground floor of No. 690 has two small storefronts, with a glass-and-metal residential door and transom tall transom in the middle. The upper floors are faced in lightly-rusticated, peach-colored smooth-stucco, with simple, flat, white sills at the windows. A black metal fire escape runs down the middle two bays of the facade, which is crowned by a black metal roof cornice with brackets, modillions, and panels. The ground floor is occupied by Liberty Smoke Shop, and Bodywork Station Spa for Men.
