16-story mid-century Modern residential building completed in 1963. Designed by Leo Stillman, it is clad in white brick above a black polished granite ground floor. The residential entrance is on the avenue, in the second from the north of the four bays, with recessed metal-framed glass double-doors. The other bays have plate-glass windows, with a glass door inserted next to the southern bay, the entrance to the Romanian Consulate which occupies most of the lower two floors.
The upper floors have two middle bays of tripartite windows, with a single-window next to the southern one, and an north end bay of double-windows, and a set-back south end bay of tripartite windows. The northern two bays set back above the 14th floor.
The north facade on 38th Street has three bays of plate-glass storefront windows at the west end. At the middle is a glass door, and an entrance to the Romanian Cultural Institute, with glass double-doors and a side window. To the left is another storefront window, and a garage door, with a small 1-story extension having another garage door and a metal service door. The upper floors have, from east to west, a double-window bay, two bays of tripartite windows, a single-window bay, a tripartite window bay, a single-window bay, and a bay of smaller single-windows, with no openings at the west end of the facade. Both ends set back above the 14th floor, with angled corners at the top two floors.
The east elevation has a double-window bay and a tripartite window bay, with two single-window bays framing a bay of smaller single-windows at the front. The south elevation above the shorter neighboring buildings has, in the middle, two single-window bays with two bays of smaller single-windows flanking the eastern one.
The building contains 58 apartment units.
