450-foot, 41-story postmodern residential building completed in 2006. Designed by Costas Kondylis, it is set back from the streetwall. The distinctive facades on its north and south sides are highlighted by three center five-story-high "boxes of "25 windows" framed in white to contrast dramatically with the building's darker grey facades.

There is a glass marquee entrance and its second story has protruding glass windows in each of the six middle bays. There are also two end bays without the protruding 2nd-floor windows. Every bay has tripartite windows with black metal air-conditioning vents built into the bases. The east and west side facades have the same type of metal and glass cladding, four bays wide, with the three white "boxes" being two bays across. There is a 1-story section at the east end with an entrance and exit to the underground parking garage, and service doors. Atop the flat roof of the tower is a tall, white-painted mechanical penthouse screen.

Tower 31 contains 283 rental apartments. Next to the lobby, the ground floor is occupied by Ayza wine and chocolate bar.
