This is a three level diamond interchange between Interstate 395 (Shirley Highway) and Virginia Route 420 (Seminary Road) in western Alexandria, Virginia. The interchange also provides access to the I-395 Express Lanes- directly from Route 420 on the south side and from the collector-distributor ramps on the north side. Virginia Route 401 (North Van Dorn Street) runs along northbound I-395 and passes under Route 420 at the interchange, which is also near the northern terminus of Route 401 and uses Kenmore Avenue effectively as a two quadrant interchange with Route 420. This is also direct access to the Southern Towers development from the southbound exit ramp.

It was originally constructed as a parclo-AB (folded diamond) interchange, with very sharp loop ramps. In 1964, a loop ramp was added from southbound I-395 to eastbound Route 420. The interchange was completely reconstructed around 1970, with the extension of Van Dorn Street and nearly at its current configuration. The ramp with the I-395 Express Lanes to the south was added around 2016.
