In this rare and distinctive highway interchange design, the lanes of each highway split and cross one another, so that different directions of entering/exiting traffic could enter/exit from different sides of the road to eliminate X-merging found at more traditional cloverleafs. The problem is that instead of drivers pre-sorting themselves they get confused and have to cross many lanes of traffic for the left-exits and also disrupt traffic flow in the passing lanes.

This type of interchange is officially refereed to as a "Diverging Windmill".

A Change to this highway is currently in progress. It changes the current interchange to a more American style stacked ramp interchange. The project will also add HOV lanes on I-95.
