This is a free-flowing system interchange of Interstate 66 and Interstate 495, located about halfway between Vienna and Falls Church in the Dunn Loring area. It is an incomplete three-level hybrid interchange, featuring some higher speed semi-directional ramps and some cloverleaf loop ramps. It is similar to what is sometimes called a cloverstack interchange, except it is complicated by additional ramps connecting both directions of I-66 to the I-495 Express Lanes. There is no direct access between eastern I-66 and northern I-495 at this interchange. These movements are served by Virginia Route 267 to the north and east. The interchange was long known for having left exit and entry from I-495 northbound, but was completely overhauled with the construction of the I-495 Express Lanes.
In 2022, the interchange was expanded with the construction of the I-66 Express Lanes west to US 29 (Lee Highway) in Gainesville (Exit 43). Ramps were constructed connecting the eastbound I-66 Express Lanes with local I-495 (the movement to northbound I-495 connects to the ramp from eastbound local I-66 (Exit 64B); the movement to southbound I-495 connects to the ramp from westbound I-66) and both local and Express Lanes of southbound I-495 and northbound local I-495 (Exit 49A) with the westbound I-66 Express Lanes. The movement from northbound local I-495 to westbound local I-66 (Exit 49B) was also reconstructed as a semi-directional flyover ramp, which the northbound I-495 Express Lanes also connect to.
