This marks the outline of the Alfred P. Murrah Federal Building, a nine-floor reinforced concrete building built in 1977 and extensively damaged (necessitating demolition) in 1995 by bombing (though 12 years prior, a failed bombing had been attempted by white supremacist groups). The building was soon fully demolished save for a few walls with 168 empty chairs (created from glass, bronze, and stone, one for every person that died) placed in the spot where the Murrah building once was.
