5-story Neo-Grec residential building completed in 1881. Designed by Henry J. Dudley, it is clad in brownstone, with storefronts divided by cast-iron pilasters lining the ground floor on the west side. There is one large restaurant storefront at the north half, and two smaller ones to the south. The upper floors are arranged into four matching sections, each three bays wide, with single-windows in full surrounds with brackets and decorated lintels. Black iron fire escapes run down the facade, and it is crowned by four matching black metal roof cornices with panels and paired brackets.

The north facade on 13th Street has the main entrance at the east end, with a glass door, sidelight, and transom atop a small, 3-step stoop. To the right are five windows and a wooden door, with another set of wooden double-doors at the far west end at the storefront. The upper floors have eight bays of single-windows, with the eastern two separated farther from the others. There is a narrow fire escape at the east end, and a wider one over most of the other windows.

The building contains 35 apartment units. The ground floor along the avenue is occupied by Banh Anh Em Vietnamese restaurant, Linen Hall bar, and The Penny Farthing tavern.
