266-foot, 22-story Art-Deco/Moderne residential building completed in 1926 as an office building. Designed by William I. Hohauser for developer Samuel Kheel, it is clad in brown brick above a 4-story limestone base. The main entrance is centered on the west facade, with glass double-doors deeply recessed within a pointed-arch; lettering above reads "KHEEL TOWER" in an interesting font. To either side is a metal-and-glass storefront; the northern one has a red-brick pier at the corner. The upper floors of the base have five bays of tripartite windows; those on the 4th floor have rounded upper corners.
The north facade on 28th Street has a wider middle bay, while the end bays match those on the west facade. At the ground floor the east bay has a freight entrance with metal infill and doors.
The upper floors have three narrow windows in each bay (five in the wider middle bay on the north facade). The main piers have angled, projecting fins running up their centers, and the brick spandrel panels between floors each have a trio of vertical notches. The facades are dotted with protruding air-conditioning units. A stone band runs across the top of the 17th floor, above which the end bays and part of the next bays set back. The setbacks are angled at the 18th-19th floors, and another stone band tops the 19th floor, with another angled setback. A final stone band and setback tops the 21st-roof roof line, above which rises a mechanical penthouse level crowned by a steep-sloped metal roof. The north facade also has setbacks, but only beginning at the north bay above the 19th floor.
The building contains 91 condominium units. The ground floor is occupied by a Starbucks coffee, and Dos Toros Taqueria.
