150-foot, 12-story office building completed in 1915. Designed by Herman Lee Meader, it extends through the block to 7 East 38th Street. The 39th Street facade has five small bays. At the ground floor are two modernized storefronts, one with a recessed entry, and a modern building entrance at the right with glass doors. The 2nd-3rd floors are framed in stone with a Greek-fret motif. The five windows are divided by slender iron columns, and the westernmost window at the 2nd floor has been replaced by metal louvers. The 4th floor has a rounded band course at the bottom, broken by diamond-shaped projections at the stone piers (paired at the ends). The piers are fluted, as is the lintel band across the top, surmounted by a carved frieze. There is additional ornament at the end piers.

The upper floors are clad in buff-colored brick with uninterrupted piers. The spandrels each have three horizontal bands of brick in the outer bays, and carved stone panels at the three middle bays. The top floor consists of six smaller, square windows and a roof parapet. The ground floor is occupied by Norikoh restaurant, and Ground Gripper Moulded Shoes.

The south facade on 38th Street mirrors the design of the north facade, except for the ground floor, which has a service entrance with a metal door at the left, and an older storefront with doorway on the right. Above the east doorway are metal louvers, and above the west doorway an Art-Deco styled metal panel with a blue octogon and the street address. In between these is a field of opaque glass blocks. The ground floor on 38th Street is occupied by Crown Trophy.
