750-foot, 57-story International-style office building completed in 1972. Designed by Kahn & Jacobs, it is the tallest building in the Pennsylvania Plaza complex of office buildings, hotels, and entertainment facilities, and connects to the Penn Station subway stop. It is clad in a curtain wall of steel and grey solar glass punctuated by columns of anodized aluminum.

The symmetrical tower is widest at the east end, where 6-story wings extend out to the sidewalk. The next, overlapping section is set back and rises to 11 floors. Another small, overlapping setback at the west leads to the main bulk of the tower, rising vertically almost to the roof; there is a small setback below the final two floors. The last and smallest horizontal setback is at the west end, which rises the full 57 floors to the roof line. This far western section lacks the expressed, vertical columns of light-colored aluminum seen on the rest of the facade. There is a matching end of the tower on the east side (without the vertical columns), rising between the lower setback portions. These sections appear darker and framed the main facades of the tower on the north and south sides. There is a tall, black mechanical floor at the 12th floor, expressed on the north and south facades.

One Penn Plaza is served by 14 entrances (some recessed), 44 elevators grouped in seven banks, and 695 subterranean parking spots, as well as direct access to Pennsylvania Station, located one block south. The parking garage is accessed from both 34th & 33rd Streets. A public plaza and fountain are located on the west end of the building. Unlike traditional fountains, steam is dispensed in the winter and fog is dispensed in the summer to prevent water from splashing out during gusty wind conditions. At the very top of the tower on the west and east facades are red signs with the building's logo, a red "1" mirroring itself.

The ground floor is leased to several commercial tenants, formerly including the top floor of a 142,000 square feet, 3-story K-Mart store (formerly occupied by Woolworth), Famous Footwear, Barricini candy/ice cream, Starbucks coffee, and Lugo Caffe. In 2022, the building was renamed due to Vornado Realty Trust's repositioning. The 42nd floor was used as a principal filming location for "Margin Call" (2011) as it had been recently-vacated by a trading firm.
