181-foot, 14-story office building completed in 1924. Designed by Sommerfeld & Steckler, it was originally called the Dorcoe Building. It is clad in grey brick above a 3-story light-grey stone base. The ground floor has been remodeled with a stainless steel and glass storefront on the left, and a main entrance and service entrance on the right, framed in polished black granite. There are small, square windows at the ends, above the storefront doorway and the service entrance. Between these is a band of seven window panes in black cast-iron, topped by an ornamented black cast-iron panel at the 2nd floor that underlines the tripartite show-windows in the middle. The 3rd floor has the same show-windows, divided by ornamented light-grey iron pilasters. The end bays at the 2nd & 3rd floors have single-windows, with a flagpole mounted below the eastern window at the 2nd floor. A shallow cornice caps the base.

The upper floors each have six single-windows, with the outer ones slightly further apart. The brick spandrels each have three recessed panels and stone sills. There is a setback above the 10th floor, which has ornamental capitals at the piers and cast-stone entablatures. The middle two windows are only slightly set back, while the outer ones are further recessed. A matching setback also occurs above the 12th floor, with a final central setback at the 13th floor. Above the main roof line there is a raised mechanical penthouse and water tower further back.

On the east elevation, there is a vertical band at the front of the same color brick as the main facade, with the rest of the wall clad in dark reddish-brown brick and having bays of paired windows (at the front) and triple-windows (behind the front bay). Vertical lettering in darker brick on the band of light-grey brick spells out "DOVER BUILDING", with alterations visible from the original lettering of "DORCOE BUILDING". The ground floor is occupied by Designers Window women's apparel.
