9-story residential building completed in 1907 for Samuel Mandel/Apartment Construction Co. Designed by Rouse & Sloan (Rouse & Goldstone), it has a 2-story green-painted cast-iron base capped by a modern angled metal panel. The upper floors are faced in white stone. The 3rd-6th floors have a wider central window with two narrower side windows, all framed in black cast-iron. This mid-section culminates in a wide, shallow arch at the 6th floor, from which springs two projecting stone columns that rise through the top floors of the facade, flanking a carved stone gable at the roof.

The ground floor is occupied by Specs Optical, with a psychic advisor on the 2nd floor.
