165-foot, 14-story structural expressionist residential building completed in 2009. Designed by Neil M. Denari, the name comes from the High Line park (HL) plus 23rd Street. The unique design of this condominium responds to the spatial constraints resulting from its proximity to the High Line. At the ground floor, the lot is only 40 feet wide, so to accommodate this small building envelope, the structure partially bends and folds, thus conforming to the lot, without being restricted by it. The result is a building that slightly cantilevers, or projects over, the elevated park. Combining glass, aluminum, stainless steel and structural crossbeams, the building blends three distinct facades that seem to defy gravity as the building tapers from the top down.

The main entrance is on the left, with glass double-doors. There is a small commercial space to the right, with a glass door and plate-glass window, situated below the High Line, which traverses through the 2nd floor of the building's east half. The north and south facades consist of glass curtain walls with the diagonal white steel structural beams expressed directly behind the glass. On the east facade the curtain wall continues onto the south end, with the rest clad in embossed silver metal panels with two bays of staggered windows near the middle of the undulating form. The building contains 11 condominium units.
