3-story Federal-style commercial building completed as a house in the mid-1800s. The front facade is clad in red brick, and the side elevations are white stucco. The ground floor has a central entrance with a red wooden door and a small paneled transom, atop a stone step with brick risers. To either side is a single-window with a black stone sill, a flat, beige stone lintel, and a black iron grille. The ground floor is framed by thin, black iron pilasters, and a thin iron beam runs across the top.

The upper floors have two bays of single-windows, shorter than those on the ground floor but with the same sills and lintels. The facade is crowned by a concrete roof cornice. The west facade has one window, on the 2nd floor. The building is now occupied by Salon Ruggeri.
