250-foot, 27-story postmodern residential building completed in 2001. Designed by Gruzen Samton Steinglass, it opened as rental apartments (known as 22 River Terrace), but underwent a conversion to condominiums in 2014. The 324 apartments were renovated into 192 condominium units by architects CetraRuddy. The building faces the Hudson River, located between Rockefeller Park and the Teardrop Park, with the western facade having a slight bend to follow the path of the street. It has a 2-story base of rusticated white stone above a granite water table, and a silver metal entrance marquee facing River Terrace. A stone band course caps the base, with the upper floors clad in red brick. The 3rd floor has yellow brick banding, and another band course.

The windows are almost all double units, with a few bays of single windows on the north, east and south facades. The open corners of the building have wrap-around windows. Most of the window units have air conditioning vents located below. There is a major setback on the north side above the 15th & 16th floors, which are clad in yellow brick and framed by a stone band course below the 15th floor, and a metal parapet above the 16th. On the north side, the lower portion also features an inward-angled notch with concrete balconies and metal railings.

The upper portion of the tower has the same brick and glass design, with a 3-story cap of yellow brick, topped by a metal parapet. A red-brick mechanical penthouse sits further back on the roof.
