This is a basketweave interchange connecting Interstate 95 to the parallel U.S. Route 1. It is a relatively uncommon type of interchange for two through routes and only provides partial access. Northbound I-95 can access northbound US-1 and southbound I-95 can access southbound US-1 (and vice versa) but changing cardinal direction (ie. going from northbound to southbound) is not permitted. This was originally the southern end of the Shirley Highway (the first limited access freeway in Virginia) where it began at its predecessor U.S. Route 1 before heading towards Washington, D.C.
