Cape Romanzof AFS became operational as a coastal surveillance site in April 1953. Communications were initially provided by high frequency radio. A White Alice Communication Station (WACS) replaced the high frequency radio communications in February 1958. In 1977, a site support contract was implemented eliminating 81 military positions. In 1979, the WACS was deactivated and replaced with a contractor-owned satellite earth terminal. In 1982, installation of the Joint Surveillance System (JSS) equipment enabled radar and beacon data to be transmitted via satellite to the Elmendorf Region Operations Control Center (ROCC). In 1983, the ROCC became operational. In 1985, a Minimally Attended Radar (MAR) unit became operational which further reduced contractor manning to radar maintenance personnel only. In 1985, a MAR unit was installed and is currently active. This radar was modified with the Remote On-Line Maintenance System (ROMS) in 1992. This allowed remote control of the radar site from a central location via the Maintenance Control System (MCS) located on Elmendorf AFB. In February 1996, the radar was again modified with the Remote Analysis Maintenance and Monitoring System (RAMMS). This allowed for remote operations of several other radar functions.
