152-foot, 12-story Neo-Renaissance office building completed in 1913. Designed by Davis, McGrath & Kiessling, it is clad in buff-colored brick above a 3-story grey-painted limestone base. There is a large, 2-story opening at the center, with two metal-and-glass storefronts at the ground floor, and a band of plate-glass windows at the 2nd floor. The end bays have entrances, with the main entrance on the left at 115 East 23rd having glass double-doors recessed in a granite surround with a small metal canopy, and a freight entrance on the right at 117 East 23rd having metal double-doors also recessed in a granite surround. Granite panels above each doorway bear the two address numbers, and are surrounded by four large roundels at the corners. More roundels line the five bays of short 2-over-2 windows at the 3rd floor.

The upper floors have five single-windows in the middle section, framed by dark-brown stone mullions, with brick spandrels separating the floors. The end bays have punched single-windows, with some vertical bands in the brickwork lining them. The top floor is set off by a simple stone string course, and has five evenly-spaced bays of recessed double-windows, and the facade is crowned by a stone roof parapet with six wreaths.

The ground floor is occupied by Andiamo Pizza, and Kung Fu Tea, with StarPro Physical Therapy on the 2nd floor.
